Jonathan S. Woodruff, Esq. has numerous years of experience researching and analyzing state and federal criminal justice and health care issues involving, among other things, novel psychoactive substances/controlled substance analogues, naloxone access, the warm-hand off of overdose survivors to treatment, drugged driving, ethical substance use disorder treatment practices, and the recreational and medicinal use of marijuana. He is a former Senior Legislative Attorney at the National Alliance for Model State Drug Laws, where he drafted model state legislation and created many subject matter analyses published to the NAMSDL website. Prior to joining NAMSDL, Mr. Woodruff was a private practice attorney in Virginia and the District of Columbia, as well as an insurance company actuary in Illinois. Mr. Woodruff received a B.A. in Physics from Illinois Wesleyan University, and a J.D. from the University of Virginia School of Law, where he was a member of the Virginia Law Review. He is an associate member of the Virginia and District of Columbia Bar Associations.
