Heather V. Gray, Esq.

Heather V. Gray, Esq. is a former senior research associate with the Institute for Intergovernmental Research (IIR) where she worked on the Bureau of Justice Assistance (BJA) Comprehensive Opioid Abuse Program, supporting the Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC).  Her responsibilities included legislative research and analysis on prescription monitoring programs and other opioid-related legislation and provision of training and technical assistance to the field on needs related to the establishment and operation of a PDMP. Prior to her work at IIR, Ms. Gray served as a consultant on legal and legislative matters, as well as drafting and editing materials and consulting on various matters regarding alcohol, controlled substances, health care, and criminal justice. Ms. Gray also served as a research and legislative attorney for the National Alliance for Model State Drug Laws.  In this capacity, she conducted research and analysis of statutes, regulations, guidelines, and other materials related to drugs and alcohol.  She also drafted, and assisted others with the drafting of, model laws. Ms. Gray received her juris doctorate degree from the University of Memphis, Cecil C. Humphreys School of Law.  She is a member of the State of Tennessee Bar.
