Heather V. Gray, Esq. is a Senior Legislative Attorney at the Legislative Analysis and Public Policy Association (LAPPA) where her responsibilities include legislative research and analysis on a variety of topics with respect to public health and safety including, among other subjects, syringe services programs, the collateral consequences of criminal convictions, drug diversion in healthcare facilities, and substance use disorder among pregnant individuals. She is responsible for drafting and editing model laws; conducting research and analysis of statutes, regulations, guidelines, and policies; and creating national surveys of laws and regulations related to public health and safety. Ms. Gray received her juris doctorate degree from the University of Memphis, Cecil C. Humphreys School of Law.  She is a member of the State of Tennessee Bar.
