Stephanie Noblit, Esq., MLS (ASCP)CM

Stephanie Noblit, Esq., MLS (ASCP)CM is an associate senior legislative attorney at the Legislative Analysis and Public Policy Association (LAPPA) and is LAPPA’s expert on the intersection between science and health law and policy. She is a certified medical laboratory scientist (MLS) and worked in the clinical toxicology laboratory at the Hospital of the University of Pennsylvania performing drug screening and confirmation testing. Ms. Noblit continues to be actively involved in the medical laboratory community. She conducts legal and legislative research in several topic areas including novel psychoactive substances, overdose fatality review teams, drug screening, medication for addiction treatment, and overdose antagonist access. She is also responsible for the Case Law Monitor newsletter. Ms. Noblit received her B.S. in Medical Laboratory Science from the University of the Sciences (now St. Joseph’s University) and her J.D. with a concentration in health law from Drexel University’s Thomas R. Kline School of Law. She is a member of the bar of the Commonwealth of Pennsylvania.
