Jasmine Dale, CPA, MAcc is an accounting professional with nearly 15 years experience in not-for-profit accounting, financial statement preparation, budgeting, forecasting, and strategic planning. She has served as the Chief Financial Officer (CFO) of Legislative Analysis and Public Policy Association (LAPPA) since 2020. As LAPPA’s CFO, she is responsible for maintaining effective internal controls; providing timely, accurate, and reliable financial information; upholding strong financial management and accountability; ensuring compliance with grant and accounting regulations. During her tenure at LAPPA, she has successfully navigated annual A-133 audits, improved the internal control environment, and established LAPPA’s strong financial foundation. Prior to working for LAPPA, Ms. Dale was a Senior Corporate Accountant and Finance Consultant with Sentara Healthcare, the largest integrated health system in the United States; she was also an auditor at a regional accounting firm and Deloitte, one of the largest professional accounting organizations in the world.  Ms. Dale received her B.A. in Accounting at Seattle University and her Master of Accountancy from the University of Denver – she currently holds a CPA license in the state of Virginia.  

Heather V. Gray, Esq. is a Senior Legislative Attorney at the Legislative Analysis and Public Policy Association (LAPPA) where her responsibilities include legislative research and analysis on a variety of topics with respect to public health and safety including, among other subjects, syringe services programs, the collateral consequences of criminal convictions, drug diversion in healthcare facilities, and substance use disorder among pregnant individuals. She is responsible for drafting and editing model laws; conducting research and analysis of statutes, regulations, guidelines, and policies; and creating national surveys of laws and regulations related to public health and safety. Ms. Gray received her juris doctorate degree from the University of Memphis, Cecil C. Humphreys School of Law.  She is a member of the State of Tennessee Bar.

Sarah Kelsey, Esq. is the co-founder and Chief Executive Officer (CEO) of the Legislative Analysis and Public Policy Association (LAPPA), where much of her recent work has focused on controlled substances including prescribing practices, safe consumption sites, emerging drugs of concern, prescription monitoring programs, pain clinic laws/regulations, and other related topics. Prior to forming LAPPA, Ms. Kelsey was the CEO of the National Alliance for Model State Drug Laws (NAMSDL), a resource for governors, legislators, attorneys general, prosecutors, drug and alcohol professionals, health professionals, community leaders, the recovering community and others who strive for comprehensive and effective state drug and alcohol laws, policies, regulations, and programs. During her tenure with NAMSDL, first as a research and legislative attorney and then as CEO, Ms. Kelsey specialized in the retrieval, review, analysis, and comparison of each of the states’ drug and alcohol laws. Ms. Kelsey received her B.A. in Government Affairs from the University of Virginia and her J.D. from the Columbus School of Law at Catholic University. She is a member of the Maryland State Bar Association.

Joseph M. Maschman, Esq. is a Legislative Attorney at the Legislative Analysis and Public Policy Association (LAPPA), focusing on model legislation and legal research and analysis on public safety and health, substance use disorders, and the criminal justice system, with particular emphasis on national opioid litigation settlements and health insurance parity for substance use disorder treatment. In addition to his legislative work, his responsibilities include writing fact sheets and summaries of judicial developments in the Case Law Monitor and assisting with LAPPA’s Knowledge Labs. Mr. Maschman is a former legal fellow at the democracy reform nonprofit Common Cause, where he focused on money in politics and government ethics. Mr. Maschman received his B.A. in Political Science from Creighton University and his Juris Doctor from the Georgetown University Law Center. He is a member of the bar of the Commonwealth of Virginia.

Cody Nagle, Esq. is a former advisor for the White House Office of National Drug Control Policy (ONDCP) where she worked in public engagement on issues of substance use disorder recovery, criminal justice reform and stigma reduction. As one of the first formerly incarcerated individuals to serve in the Executive Office of the President, Ms. Nagle engaged with faith leaders, businesses, families of overdose victims and youth, to advocate and educate about the harms of stigma in ending the nation’s overdose epidemic. Cody also helped to launch the National Recovery Friendly Workplace Institute. Ms. Nagle started her legal career in private practice as a paralegal in civil litigation practice prior to attending law school. She is a recent graduate of Syracuse University College of Law, where she served on the Executive Board for the Journal for Global Rights and Organizations. Cody brings unique expertise to LAPPA as a woman in long-term recovery.

Stephanie Noblit, Esq., MLS (ASCP)^CM received her J.D. from Drexel University’s Thomas R. Kline School of Law in 2019.  She concentrated in health law and graduated cum laude.  While in law school, she worked pro bono for the Medical Legal Community Partnership where she assisted patients at Philadelphia’s public health centers with applying for medical assistance, SNAP, and other public benefits.  In addition to her Esq., Stephanie is also a certified medical laboratory scientist.  She received her B.S. in medical laboratory science from the University of the Sciences and worked in the clinical toxicology laboratory at the Hospital of the University of Pennsylvania prior to starting law school.  In this position, Stephanie performed drugs of abuse testing and therapeutic drug monitoring. She is a member of the Commonwealth of Pennsylvania Bar Association.

Susan P. Weinstein, Esq. is the co-founder and president of the Legislative Analysis and Public Policy Association (LAPPA) and has 30 years of experience with drug and drug-related topics. She identifies new and emerging issues and determines the substantive issues that LAPPA undertakes. She oversees all of LAPPA’s work products and liaises with federal and state partners on a host of topics. Prior to co-founding LAPPA, Ms. Weinstein was employed by the National Center for State Courts, the National Alliance for Model State Drug Laws, the National Association of Drug Court Professionals, and the National District Attorneys Association. She has authored numerous publications and presented at various conferences on the intersection of public safety and public health. Ms. Weinstein received her Juris Doctorate, magna cum laude, from Syracuse University’s College of Law and her Bachelor of Business Administration from the George Washington University. She is a member of the bars of the Commonwealth of Pennsylvania, the State of New Jersey, and the District of Columbia.

Jonathan (Jon) Woodruff, Esq., is the Managing Attorney at the Legislative Analysis and Public Policy Association (LAPPA). Jon has numerous years of experience researching and analyzing state and federal criminal justice and health care issues involving, among other things, pharmacy-based buprenorphine treatment, opioid treatment programs/medication units, drug checking as it relates to drug paraphernalia laws, the health information disclosure provisions of HIPAA and 42 C.F.R. Part 2, law enforcement and other first responder deflection initiatives, overdose reversal agent access, and Good Samaritan fatal overdose prevention. Jon was the lead drafter for several LAPPA model acts and provided contributions to many others. Jon is a former Senior Legislative Attorney at the National Alliance for Model State Drug Laws (NAMSDL). Prior to joining NAMSDL, Jon was a private practice attorney in Virginia and the District of Columbia, as well as an insurance company actuary in Illinois. Jon received a B.A. in Physics from Illinois Wesleyan University and a J.D. from the University of Virginia School of Law where he was a member of the Virginia Law Review. He is an associate member of the Virginia and District of Columbia Bar Associations.
